What Happened?
Ukrainian President Zelenskyy will fly to Berlin today to meet with several key European leaders to discuss the war with Russia, and they are expected to be joined virtually by U.S. President Donald Trump.
German Chancellor Friedrich Merz called the meeting, which will be attended by French President Macron, British Prime Minister Ken Starmer, as well as Nato chief Mark Rutte, European Commission President Ursula von der Leyen and the leaders of Finland, France, Italy and Poland.
Though President Trump will not attend the meeting in person he is expected to join via video conference.
Why it Matters
The meeting in Berlin comes just ahead of the Alaska summit between President Trump and Russian President Putin scheduled for Friday. European leaders are united in their demands that Ukraine not be forced to cede territory to Russia, which will likely be a key sticking point for discussions on how to end the war.
President Trump has described the meeting with Mr. Zelenskyy as a listening exercise, but his participation is an acknowledgement that the war cannot be ended without Ukraine’s approval.

Despite the enormous influence and power wielded by the United States and Russia, if Ukraine wants to continue fighting and Europe is willing to keep supplies flowing, any new peace agreement announced on Friday would likely change little on the ground in Ukraine. Ukraine has indicated it intends to continue fighting until Russia leaves Ukrainian territory, and Russia has insisted it will keep all the territory it has gained since 2022.
The nature of the war itself has changed, which could reduce the amount of influence the Trump Administration has over Ukraine. In 2022, Ukraine desperately needed American weapons to fight off the Russian invasion.
Three years ago, Ukraine was asking for tanks and jets, but today they are not because the war is mostly being fought with drones. Ukraine builds or assembles most of its own drones for use against Russia, meaning they aren’t as reliant on American firepower.
Russia has also taken steps that suggest it plans to continue fighting for a long time. It has raised the conscription age to thirty, extended the term of service for draftees in the Russian Army indefinitely, and instituted year-round conscription.
Even during the height of the Soviet invasion of Afghanistan in the 1980s, the Soviet Union did not take such drastic measures. Russia has also brought in North Korean soldiers to bolster their combat forces and announced plans to bring in even more.
How it Affects You
Absent a willingness by either Russia or Ukraine to give up territory, it is difficult to see how the war in Ukraine could end anytime soon. In Russia the conflict is often characterized as a Russian civil war.
This suggests many Russians buy Mr. Putin’s claims that Ukraine does not exist as a separate nation. The difficulty in bringing the war to an end could be why both Russia and the United States have been trying to temper expectations for the meeting in Alaska.
