Zelenskyy Meets President Trump for Second White House Visit

Ukrainian President Zelenskyy to meet with U.S. President Trump for a second White House summit.

What Happened?

Ukrainian President Zelenskyy met with U.S. President Donald Trump at the White House on Monday, the second time the Ukrainian leader has visited the White House. President Trump said the United States would be ‘involved’ in keeping peace in Ukraine after any peace agreement with Russia and pledged ‘a lot of help’ to Ukraine. 

Several European and NATO leaders were also at the White House on Monday, and they were expected to join Mr. Zelenskyy and Mr. Trump later in the day. The meetings come after the summit in Alaska between Mr. Trump and Mr. Putin of Russia failed to forge a new peace agreement for the war in Ukraine.

Why it Matters

The second meeting of Mr. Zelenskyy with Mr. Trump at the White House proceeded in a much friendlier fashion than the first meeting between the two leaders. During the first meeting, the two clashed over U.S. policy towards the war in Ukraine. Mr. Trump added some conditions for a potential cease fire, saying that Ukraine had to give up Crimea and could not join NATO.

Curiously the land concession mentioned by Mr. Trump did not include the Donbas region, which is the area where the war began. Previous public opinion polls in Ukraine have indicated Ukrainians may be willing to accept the loss of Crimea, mainly because it’s been in Russian hands since 2013 anyway. But Donbas is a different story, with most Ukrainians being unwilling to part with the large, industrialized region in their east.

Mr. Trump also did not specify exactly what new forms of help the U.S. might be willing to provide to Ukraine, though the offer itself may simply be a negotiating tactic to get Ukraine to consider stopping hostilities against Russia. European leaders are expected to lobby President Trump against Ukraine making any territorial concessions.

The negotiations come as both Russia and Ukraine are war weary, though neither side still appears willing to give up land in order to bring a halt to the fighting. The Donbas region contains as lot of heavy industry, but it is also home to a large contingent of ethnic Russians who want to be part of Russia not Ukraine. Which means even if Ukraine was willing to permanently give up Crimea, its not clear that would be enough to end the fighting because there would still be a conflict over Donbas.

How it Affects You

The attempts to end the war by negotiations are laudable, but the central issue of contested territorial control over the Donbas region appears to still be a major sticking point for both Russia and Ukraine. Until there is an agreement on Donbas it is unlikely the fighting will end.
