Trump Administration Changes Tone and Personnel in Minneapolis After Outcry

Trump Administration makes personnel changes in Minneapolis and changes tone on immigration enforcement.

What Happened?

The Trump Administration has softened its tone and made personnel changes to its immigration sweep in Minneapolis following public and Congressional outcry over the killing of a second U.S. civilian by federal immigration agents. The onsite commander of the operation, Greg Bovino, is reportedly set to leave Minneapolis and return to his previous duty station.

A federal judge in Minnesota ordered the head of Immigration and Customs Enforcement, Todd Lyons, to personally appear in court or face contempt charges, in a ruling that stated ICE has repeatedly and willfully violated federal court orders.

Why it Matters

The change in tone and personnel marks the first time the Trump Administration has backed down over its controversial immigration enforcement tactics. Recent polls indicate that even Americans who support deporting illegal immigrants have sharply criticized the way it's being done as heavy-handed.

Several members of Congress, including Republican Senator Rand Paul from Kentucky, have called for congressional hearings on the conduct of ICE and the Department of Homeland Security, or DHS.

Since the Trump Administration took office, there have been sixteen shootings by DHS agents, and not only did none of that result in any punishments, but none of those shootings were even investigated by DHS leadership. The lack of oversight is highly unusual for a law enforcement agency, because typically every officer involved shooting in the United States is treated as a homicide until investigators review the case and determine whether the shooting was lawful or not.

Congressional hearings will likely put senior DHS officials and the Trump Administration’s actions under the national spotlight. Congress has the power to subpoena witnesses, collect evidence, and control the budget for all federal agencies, including DHS.

In addition, Congress can impeach and remove from office not only the President, but also senior officials who they find guilty of criminal conduct. With a two-thirds majority, Congressional decisions cannot be overruled by the President.

The repeated violations of court orders and disregard for standard law enforcement procedures by DHS personnel appear to be widespread. It’s possible that senior DHS officials could lose their jobs or face jail time themselves.

Not once has the Trump Administration provided justification for why DHS personnel need to use a level of force typically only seen in the United States by SWAT teams facing unique threats. DHS agents have been wearing body armor and carrying weapons similar to those worn by U.S. troops in Iraq and Afghanistan who were in combat against Al Qaeda and the Taliban.

How it Affects You

The events of Minneapolis and upcoming Congressional hearings on DHS conduct will likely put the tactics used by the Trump Administration at the center of the 2026 mid-term elections. Ultimately, the American people will decide what should be done, and the outcome could be a referendum on the Trump Administration.
