Phase Two of Gaza Peace Plan Launched with New Technocratic Government

Trump Administration announces phase two of the peace plan for Gaza has gone into effect.

What Happened?

This week, the Trump Administration announced the beginning of phase two of its peace plan for Gaza with the installation of a new technocratic government. U.S. envoy Steve Witkoff warned Hamas that it was expected to comply with the terms of the new agreement, and failure to do so would result in ‘serious consequences.’

Thus far, Hamas has refused to disarm, and Israel has refused to withdraw all its troops from all of Gaza, even though the peace agreement calls for both. After phase two of the peace plan implementation was announced, regional mediators from Egypt, Qatar and Turkey indicated they were supportive of the measure. 

Why it Matters

Though the peace plan remains in effect in Gaza, it is fragile. Since Hamas has refused to disarm, it remains a threat to the new technocratic government in Gaza. There have been several exchanges of fire between Hamas and Israeli forces, leaving at least 450 Palestinians dead since the peace plan went into effect. Because the situation is so delicate, a return to full-scale hostilities could begin very quickly and with no notice.

Officially, the new government in Gaza is known as the Palestinian Technocratic Committee to Administer the Gaza Strip. The new government consists of a fifteen-member committee headed by a former deputy minister of the Palestinian Authority. The new transitional government operates under the supervision of an international board of directors, which will be chaired by U.S. President Donald Trump.

It's part of the new peace plan international stabilization force is expected to be activated in the Gaza Strip. The job of the international stabilization force will be to train a new police force for the Gaza Strip.

Egypt has been training police for this effort since mid-2025 and is expected to provide personnel for that effort. The new police force could be viewed as a direct threat by Hamas, and when it is activated, if Hamas still has not disarmed, the chance of an armed conflict between the two will increase.

Despite its refusal to disarm, Hamas and its ally Islamic Jihad issued a statement this week saying they supported the installation of the new government in the Gaza Strip. The new government proposed under the Trump Administration's peace plan for Gaza will be a transitional government leading to the eventual return of the Palestinian Authority as the legitimate government of Gaza.

How it Affects You

Neither Hamas nor Israel have complied fully with the terms of the trump administration's peace plan, but neither appears eager to resume full-scale combat operations at this time. The humanitarian crisis in Gaza remains with widespread hardships being felt by the Palestinian people.

The new transitional government is an important step for Gaza because right now it represents the only way to get Palestinians from their current limbo to some kind of orderly post-war existence.
