What Happened?
Leaders of the North Atlantic Treaty Organization (NATO) met in Ankara, Turkey, Monday and Tuesday for a high-level defense and strategy summit. The summit brought together top civilian and military leaders from all thirty-two NATO member countries. Attendees included U.S. President Donald Trump, British Prime Minister Keir Starmer, and French President Emmanuel Macron.
Ukrainian President Volodymyr Zelenskyy participated in meetings with allied leaders, while senior officials from the European Union, South Korea, and other NATO partner nations also attended portions of the summit. Defense spending and support for Ukraine were top items on the agenda.

The meeting comes during a contentious election year in the United States and with multiple conflicts underway around the world. NATO members reviewed progress toward the alliance’s commitment to invest the equivalent of 5 percent of gross domestic product in defense by 2035. Due to the prominence of military drone usage in Ukraine and Iran, unmanned vehicles were an important topic of discussion. A major Defense Industry Forum, involving government officials and defense manufacturers, also took place alongside the summit to encourage joint production and procurement of military equipment.
Most NATO members have already reaffirmed their commitment to continue long-term military assistance, training, and financial support for Ukraine. Leaders discussed how to strengthen Ukraine’s air defenses and improve coordination of military aid while avoiding a direct military confrontation between NATO and Russia. The alliance also examined the security implications of the recent conflict involving Iran, maritime security in the Middle East, cyber threats, and emerging technologies, such as artificial intelligence.
Turkey’s role as host gives the summit additional geopolitical significance. Ankara has sought to position itself as a bridge between Europe, the Middle East, and Asia, while maintaining diplomatic relationships with both NATO allies and countries, such as Russia. President Erdoğan hoped to use the summit to strengthen Turkey’s position within the alliance, expand defense cooperation, and press for the removal of restrictions affecting Turkey’s defense industry. Hosting the meeting also highlights Turkey’s strategic control of access between the Mediterranean and Black Seas and its importance to NATO’s southern flank.

NATO is confronting one of the most challenging security environments since the end of the Cold War, with simultaneous crises in Eastern Europe and the Middle East placing new demands on the alliance. The meeting is a test of whether NATO members can maintain unity despite differing national priorities and debates over burden-sharing.
