International Agency Declares Famine in Gaza, Israel Rejects its Claims

International organization claims famine conditions exist in parts of Gaza while Israel rejects those claims.

What Happened?

Famine conditions currently exist in parts of the Gaza Strip, according to a report from the International Food Security Phase Conditions (IPC). The IPC is a consortium of twenty-one different international organizations, including the United Nations, World Bank, and World Health Organization.

The IPC report claims that over half a million people in the Gaza Strip are facing catastrophic conditions characterized by starvation, destitution and death. The Israeli government issued a statement in response to the IPC report, saying that Israel ‘firmly rejects the findings of the latest IPC report published on August 22, specifically the claim of famine in Gaza city.’

Why it Matters

A number of international organizations have previously cited widespread hunger in Gaza as a result of the war between Hamas and Israel, but the IPC report is the first to provide detailed evidence to support its claims of famine in Gaza. Famine is a globally recognized condition that poses the threat of mass fatalities if it isn’t ended.

According to the IPC, the complete halt of humanitarian and commercial food deliveries in March and April, followed by critically low volumes through July, coupled with the collapse of local food production has led to extreme food shortages.

While 55,600 metric tons of food entered Gaza in the first half of August, this remains largely insufficient to offset the prolonged deficits. In addition, security and operational challenges have prevented much of the incoming food from reaching the population.

Interestingly, the IPC report does not specify what those ‘security and operational challenges’ were, a curious omission since those obstacles form the basis of their entire analysis. The IPC report argues the famine in Gaza is human made, and that the war is the main causal factor. The Israeli military issued its own response, saying the IPC report ‘relies on partial, biased data and superficial information originating from Hamas’ and ‘distorts reality.’

But because the IPC report avoids specifics about how the war is being fought, it does not blame Israel (or Hamas) alone for conditions in Gaza. Critics of Israel have seized on the report to lay the blame on the Israeli government, but the IPC report itself makes no such accusations. 

Most likely a combination of factors is causing widespread hunger in Gaza. According to the United Nations, in the last week every food truck that entered Gaza was looted before it could reach warehouses designated for distribution. The armed gangs cited by the U.N. for looting food trucks are likely Hamas, because only Hamas fighters have weapons in Gaza. 

How it Affects You

Ongoing fighting, deteriorating security conditions, and insufficient supplies are all contributors to food scarcity in Gaza. It would be wrong to solely blame Israel for those conditions, but as the Israeli Defense Force begins a complete takeover of Gaza, that could change.

Once Israel completes its takeover, then it will be most responsible for conditions in Gaza, including food scarcity.
