Federal Agents Shoot and Kill Second Civilian in Minneapolis, Triggering Protests

Federal agents from Immigration Customs Enforcement shoot and kill second U.S. civilian in Minneapolis.

What Happened?

Federal agents from U.S. Immigration and Customs Enforcement (ICE) shot and killed a second civilian in Minneapolis. The victim, thirty-seven-year-old Alex Pretti, was a registered nurse and a U.S. citizen. State officials in Minnesota have sued the Trump Administration and received a federal court order requiring ICE to preserve all evidence from the latest shooting in Minneapolis.

A spokesman for the Minneapolis police said that they had conducted over nine hundred arrests in the past year, and none of those had an officer-involved shooting. But ICE has been in Minneapolis for three weeks, and there have already been two fatal shootings by ICE agents.

Why it Matters

The shooting and the subsequent protests in Minneapolis have placed the Trump Administration’s immigration tactics at the center of a national debate and the 2026 mid-term elections. DHS Secretary Kristi Neom described Mr. Pretti as a domestic terrorist.

Even though Mr. Pretti has no criminal history, was not on any watch lists from the federal or state government, and was not breaking any laws when he was shot repeatedly at point-blank range by ICE agents.

Mass protests, which were already underway in Minneapolis from the shooting of Renee Good by ICE, intensified and increased this weekend. Cities across the United States held similar protests against the actions and tactics of ICE, and several Republican members of Congress joined Democrats in calling for an investigation into the shooting of Alex Pretti. The brutal and possibly unlawful tactics being employed by ICE against U.S. citizens will likely have political ramifications in 2026.

During the 2020 elections, the killing of George Floyd in Minneapolis and the subsequent protests swung public opinion against the Trump Administration, leading to the election of Joe Biden and the defeat of then President Donald Trump in 2020. While there is no presidential election this year, there are Congressional midterms, and it is likely the events of the past few weeks could play a similar role in shaping the outcome of the 2026 midterms.

While the shooting of Renee Good involved a vehicle making contact with an ICE agent, providing grounds for a self-defense argument, the shooting of Alex Pretti was completely different.

Videos of the shooting do not show Mr. Pretti making any violent moves towards ICE agents, who appear to have wrestled him to the ground and shot him multiple times simply because he was lawfully carrying a weapon. Mr. Pretti did not appear to have tried to access his weapon or in any way threaten ICE agents who were nearby before he was shot.

How it Affects You

Gun rights advocates blasted the Trump Administration’s response to the shooting of Alex Pretti, including a social media post by President Trump, which said, ‘only criminals carry guns in our streets.’ The Attorney General of Minnesota called the Trump Administration’s description of the shooting ‘absolutely insane’ and vowed to pursue legal action against the agents involved.
