What Happened?
The leaders of several major European countries have stated they support direct peace negotiations between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy. In a joint statement after talks in London, U.K. Prime Minister Sir Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz said they would ‘stand firmly with Ukraine.’
After the talks, European leaders listed five conditions they believed were needed to bring the fighting between Russia and Ukraine to a halt. The five conditions include a stop to the fighting, starting negotiations from the current position in the field, as well as ‘robust’ security guarantees for Ukraine.
Why it Matters
Direct talks between Russian President Putin and Ukrainian President Zelenskyy have been proposed several times since the war began in 2022, but the statement by key European leaders indicates a shift in the belief that the war can be decisively won by either side.

The war between Ukraine and Russia is now in its fourth year, even though Russian officials at the outset of the conflict expressed a belief that the war would be a relatively short affair. Ukraine’s resiliency and innovative use of drone warfare have prolonged the conflict far beyond what Russia and most international observers believed to be possible. Yet Ukraine has also been unable to inflict a decisive defeat on Russia, leaving the situation on the ground in a condition close to stalemate.
Front lines between the two opposing armies have moved little in the past four years, with Russia still controlling about the same one fifth of eastern Ukraine they captured in the first year of the war. Ukraine has improved its ability to hit targets deep inside Russia, but not on a large enough scale or with sufficient frequency to disrupt Russia’s war machine. Russia has also improved its tactics since 2022, but has still been unable to push deeper into Ukraine. With neither side being able to defeat the other, the need for a diplomatic solution has only grown.
Europe has continued to supply Ukraine with arms and support, which has helped keep Ukraine in the fight far longer than it otherwise would have been. That makes Europe a stakeholder in the conflict even beyond the potential for the war to spill into Europe itself. A key issue of contention between Europe and Russia remains the potential for Ukraine to join the North Atlantic Treaty Organization, but European officials remained vague on that point by saying only that Ukraine had the right to determine its own future.
How it Affects You
If direct talks between Putin and Zelenskyy do take place, they could lead to a ceasefire, prisoner exchanges, humanitarian agreements, and possibly a broader peace framework. Such developments could reduce casualties and stabilize parts of Europe. But if direct negotiations failed or were used as a ruse to launch a fresh wave of attacks, the fighting would likely continue at its current intensity or escalate.
