What Happened?
British Prime Minister Keir Starmer said on Tuesday, ‘the UK will recognize a Palestinian state in September unless Israel takes substantive steps to end the appalling situation in Gaza.’ Mr. Starmer said Israel must also meet other conditions, including agreeing to a ceasefire and allowing the United Nations to resume shipments of humanitarian aid to Gaza.
The announcement from Britian comes just days after French President Macron said that France plans to recognize a Palestinian state in September at the next United Nations general assembly.
Why it Matters
If Britain joins France in September in recognizing a Palestinian state, other European nations may soon follow, including Germany. That would put the United States at odds with most of its European allies on the issue of Palestinian statehood. The root cause of the recent shift in opinion by France and Britain has been an unfolding humanitarian crisis in Gaza.
The World Health Organization, which is part of the United Nations, recently issued several statements and reports which classified the current situation in Gaza as a famine. And according to their reports the cause is the deliberate withholding of aid by Israel. Israel in response has accused the United Nations of being responsible for the food shortages in Gaza because of failure to deliver and distribute supplies that are already there.

While Israel and the U.N. traded accusations, according to the New York Post the U.N. warned of ‘catastrophic hunger’ in Gaza, saying all 2 million residents are severely food insecure in a statement on Sunday. Israel has pledged to implement daily pauses in the fighting to allow aid through, though it remains unclear if that plan has been put into effect.
Britain’s Prime Minister has been under increasing political pressure from members of British Parliament to take more decisive action to alleviate the plight of the Palestinian people. Given the short tenure of his predecessors, it’s understandable Mr. Starmer is anxious to avoid the same political fate.
Meanwhile a growing chorus in the Arab world has leveled increasing criticism at Hamas, blaming Hamas for starting the war with Israel and for bringing ruination to Gaza. That’s a significant change because before the October 7th attacks on Israel relatively few voices in the Arab speaking world ever spoke out against Hamas.
The data is clear that Gaza faces massive food shortages and a humanitarian crisis, which has triggered a global outcry. One of the consequences of that popular anger is that France and now Britain are more inclined to use recognition of a Palestinian state as a political bargaining chip against Israel.
